PATCH VERIFICATION MISSION
eligibility accepts users who meet only one condition
Bug description
The eligibility utility incorrectly accepts users who satisfy only one required condition. A user should be considered eligible only when they are active and their age meets the minimum requirement, while all other cases should remain ineligible.

PROPOSED DIAGNOSIS
Investigation Report
Investigation of the isEligible function reveals that the implementation uses a logical OR (||) instead of AND (&&) to combine the active status and age requirements. The function in src/eligibility.js currently returns user.active || user.age >= minimumAge, causing users meeting only one condition (e.g., active but underage, or adult but inactive) to be incorrectly accepted as eligible. The test failures confirm this: rejecting an inactive adult and rejecting an active user below the minimum age both fail because the OR condition incorrectly returns true in these cases. The correct logic should require both conditions with AND.
